Summary:
The Director of the Business Department position is for the purpose of management of the business affairs of the District in such a way as to provide the best possible educational services with the financial resources available. In addition to supervising the business office, the director provides oversight of the technology department, purchasing department, maintenance department and assists with the transportation and food service departments. To plan and manage the business affairs of the school system in compliance with instructions of the Superintendent, pertinent laws, state regulations, and Board of Education policies.

Job Definition:
To plan, organize, direct, and manage the business affairs of the overall financial and business functions to assure the District's financial well-being; and assure compliance with relevant federal and state laws and regulations. Performs other duties as assigned.
Nature and Scope of Work:
The Director of the Business Department must be knowledgeable in budgeting, financial planning, governmental accounting and reporting, as well as project grant accounting, and risk management. Responsibilities include payroll, employee benefits, purchasing, insurance, investments, bond debt management, accounting, applied procurement practices and others. This position also requires demonstrated competence in the areas of procurement and contract management. This person will lead and supervise a team of employees in fiscal business, instructional media technology, purchasing and maintenance departments. The Director of the Business Department is a member of the district leadership team who reports to the Superintendent and Board of Directors.
POSITION REQUIREMENTS:
- Bachelor's Degree in Business Administration/Accounting or similar related discipline.
- Demonstrated successful experience in the budgeting, finance and/or accounting field in the business or school environment, with preference given to candidates with school business experience. Supervisory experience is preferred.
- Minimum of five (5) years experience in accounting functions such as general ledger, payroll, accounts payable, accounts receivable and project accounting.
- Knowledge of state and federal regulations relative to school finance and risk management. Knowledge in the areas of facility planning, contract management, technology and food service is highly desired.
- Ability to perform a variety of specialized and responsible tasks, maintain records, establish and maintain cooperative working relationships with school personnel, students and parents, and to meet schedules and deadlines.
- Must be a model of professionalism and confidentiality.
- Experience using Infinite Vision desired.

PREFERRED QUALIFICATIONS:
- Bachelor's Degree or higher and demonstrated record of leading improvement initiatives.
- Experience and understanding of governmental accounting, accounting for federal grants and an understanding of how the Federal Office of Management and Budget's regulations apply to our entity.
- Experience assessing, implementing and testing internal controls across many functions.
- Experience preparing complex financial statements and managing the audit of financial statements.
- Knowledge of Oregon Budget Law.
- Understanding of Oregon's State School Funding Formula.
- Demonstrated skill in cash management, cash flow analysis, investments and other treasury management skills.
- Demonstrated ability to provide positive and enthusiastic leadership and evaluate effectiveness of operations.
- Current understanding of state and national legislative topics and actions.
